Jay was named for Jay Washbourne, grandson of a Cherokee missionary. Delaware County was established in 1907 from Cherokee County. It is said to have been named after the Delaware district of the Cherokee Nation, which derived its name from Delaware Town.

At that time it was the home of a band of Delaware Indians who left around the time of the American Revolution and settled in the Louisiana Province which was then Spanish territory.
